It wasn't until 1998 that Google was introduced to the public, using PageRank, an algorithm that has turned SEO into what it is today. PageRank ranked pages based on links and quality.
With the introduction of PageRank, the competition between businesses became tight, as businesses rushed to secure the best links, after they found out that the quantity of links and quality were being used as ranking factors. Google then introduced AdWords, enabling businesses to pay to be on the first page of SERPs, alongside the organic results.
At the same time, businesses starting overstuffing keywords and using keywords that were not relevant to the content they were publishing. This left users disappointed and frustrated, as they could not get the information that they were searching for. Google, and the other search engines, are constantly looking for ways to improve their users experience, as a result they introduce new and updated algorithms throughout the year, sometimes up to six hundred times a year.
